German Chancellor Angela Merkel announced on the 24 September 2015 that the Federal Government would give its regional states extra funding to deal with the influx of migrants. The government said it planned to pay €670 per new arrival, per month, and this would total an extra €2bn of federal funds for refugee aid to Germany's states over the coming year.

Germany's president Joachim Gauck warned on 27 September that the country was approaching the limits of its capacity to take in refugees, saying that keeping society stable was an important part of being able to help those fleeing war when they arrived.

The German newspaper Bild reported a confidential German government prognosis on the 5 October 2015 saying that a revised figure for asylum seekers to Germany in 2015 was likely to be approximately 1.5m. Chancellor Merkel claimed on the 5 October that Germany could cope, but several of her conservative allies and colleagues expressed doubts. The figure of 1.5 asylum seekers in 2015 was later denied by a government spokesperson.

News sources on the 7 October 2015 suggested that Chancellor Merkel's cabinet looked set to reorganise Germany's crisis handling of refugees. Her chancellery office chief Peter Altmaier wass tipped to take over coordination from the interior ministry.
