Media sources suggested on 27/28 May 2015 the United Kingdom's in/out referendum question would be a variation on 'Should the UK remain a member of the EU?'.

On that same day, Queen Elizabeth had set in motion prime minister David Cameron's plans for the EU membership referendum. Some days earlier, it had been announced that most of the EU citizens living in the UK would be left without a say in the referendum, which could take place earlier than initially planned.

Mr Cameron spent that same week meeting with several leaders from other European Union member states for informal talks in the UK's requirements concerning EU reform.
