Commentary feature in which writer says that a Conservative government has made another catastrophic decision to opt out of a treaty that will shape Europe over the next several decades by its decision at the European Council, Brussels, 8-9 December 2011. As after 1955, the UK will now have to spend decades trying to join something it should have joined in the first place.
