Catalan vote puts Spain’s key self-rule charter to test

Catalans voted 1 November 2006 for a regional assembly that faces the task of implementing a self-rule charter viewed as a test case of plans by Jose Luis Rodríguez Zapatero, Spain's prime minister, to devolve power to regions clamouring for greater autonomy.
