The European Commission released on 2 June 1993 its proposal to develop a single market for postal services. The decision to put forward a draft Directive was a result of the understanding that the performance of the postal service was causing a number of problems, which justified action at a Community level. This proposal was preceded by a Green Paper which was adopted by the Commission in June 1992, which was produced at the request of the Council of Ministers in September 1989. There was also a consultation period in which the Commission collected opinions and positions from different stakeholders. |
