Communication from the Commission on the set of measures proposed for the development of Community postal services

The European Commission adopted on 26 July 1995 a package of measures aiming to establish, for the first time at a Community level, a universal postal service and a gradual liberalisation and opening up of the postal market to more competition.

This package was a follow up of the Communication which was released in 1993 on the development of a single market for postal services, in which the Commission had highlighted a series of problems affecting the sector.
