On 19 May 2017, the Foreign Affairs Council adopted conclusions recognising the potential of the textile and clothing sector as a driver of development and emancipation, but also acknowledging the economic, social and environmental challenges posed by the garment value chains. These conclusions were motivated by observations of human rights violations in this sector that employs 75 million people worldwide and especially in developing countries.
