These rules extend an existing EU-wide portal for the VAT registration of distance sales and establish a new portal for distance sales from third countries with a value below €150.

The draft texts make online platforms liable for collecting VAT on the distance sales that they facilitate. This was not foreseen in the original Commission's proposals, but has become an essential provision of the package.

The documents also remove an exemption for consignments from outside the EU worth less than €22.

Background information:

The package of initiatives was put forward as part of the Digital Single Market strategy. It was formally adopted at a meeting of the Economic and Financial Affairs Council. The European Parliament approved its opinion on 30 November 2017.

The member states were set until 31 December 2018 and 31 December 2020 to transpose the corresponding provisions of the directive into national laws and regulations. The regulation on administrative cooperation applies from 1 January 2021.

The Council of the European Union formally adopted a package of legislative initiatives aimed at facilitating the collection of VAT when consumers buy goods and services online.
