The recently adopted Energy Efficiency Directive and other EU and Member State level policy instruments on energy efficiency, as well as international greenhouse gas emissions trading systems, will interact with the EU Emissions Trading System. This interaction is analysed in this Study, highlighting possible problems with conflicting or misaligned policy instruments, and providing recommendations on the design of policy instruments, in particular the Emissions Trading System. |
