Following a ten day cycle climate change negotiations in Bonn in June 2015, European negotiators showed their frustration over the slow progress on coming up with a text that would form the basis of an international agreement on global warming.

Negotiators were scheduled to meet again in August and October, but the most difficult questions, like how best to help developing countries and whether or not to make any agreement legally binding, were likely to be left for the COP 21 itself, in December 2015.
