EU leaders back new bail-out system

European Union heads of government approved an amendment to European Union treaties to create a new bail-out system for debt-laden countries at the European Council, Brussels, 16-17 December 2010, but divisions over other measures to halt the eurozone crisis appeared to harden at the year-end summit.
