The Conservative MP James Wharton leading a move in the House of Commons push to commit the UK to a referendum on leaving the EU denied on the 1 July 2013 that he was setting the scene for a constitutional crisis in the UK.

When asked what would happen if a majority of people in Wales and Scotland voted to stay in the EU but England’s much larger population opted to leave, Mr Wharton insisted this would still represent the will of the UK.

He said that the question of EU membership was the responsibility of Westminster and not the devolved administrations.

In November 2012, First Minister of Wales, Carwyn Jones, had warned that supporters of an in-out vote were 'imperilling the very future of the UK'.
