The European Union’s decision in February 2013 to resume development aid to Mali is part of the bloc's "new approach" towards failed states. The re-establishment of ties between the Malian Government and the EU is branded as a new policy, as development funds are becoming available with fewer traditional strings attached, according to an EU diplomat who was briefing journalists in Brussels on condition of anonymity. On the 14 May 2013, European Commission President José Manuel Barroso said the European Union will pledge more than half a billion euros to help Mali rebuild after the conflict. On the 15 May 2013, an EU-led donor conference agreed to provide €3.25 billion to fund a sweeping development plan for Mali, but European donors made clear that the interim government must live up to its promises to democratic and social reforms in exchange for the international lifeline. |
