Heads of State and Government met on 14-15 December 2017 for a summit of the European Council. The agenda included the following topics: + Information on the launch of the permanent structured cooperation (PESCO); + Review of progress on other areas concerning defence, notably on EU-NATO cooperation; + Adoption of conclusions on social issues, following up on the discussions held during the Gothenburg Social Summit; + Discussion on specific foreign policy issues; + Debate on the way forward on migration policy in its internal and external dimensions, taking into account the European Commission's contribution; The European Council meeting includes a meeting in its EU27 format to review the latest developments in the Brexit negotiations. Leaders adopted the draft guidelines to move to the second phase of talks. The Euro Summit was held on 15 December to discuss the Economic and Monetary Union (EMU) and the banking union. |
