At the European Council in June 2012 European Commission President José Manuel Barroso, along with European Council President Herman Van Rompuy, Eurogroup President Jean-Claude Juncker, and ECB President Mario Draghi presented an initial report 'Towards a Genuine Economic and Monetary Union', and were tasked with continuing their work.

The group of Presidents were expected to present a proposal for an economic and monetary union at the 18-19 October 2012 European Council.

One of the ideas that was said to be in the proposal was the possibility of creating a 'eurozone parliament', an idea which divided Members of the European Parliament.
