The US and its European allies failed again on the 23 March 2011 to agree on how to manage the military campaign against Libya.

The debate over who would run the operation had led to some of the most heated diplomatic confrontations within Nato since the 2003 invasion of Iraq. But a compromise appeared within reach after the French government agreed to allow Nato's sophisticated command-and-control systems to run the no-fly zone.
