Report of the 2010 State of the Union speech by Russian President Dmitry Medvedev on the 30 November 2010. He said that a new arms race could begin in the next decade if Nato and Moscow fail to agree on a joint missile shield.

The Russian President also used the speech to campaign for a second Presidential term in 2012, slamming corruption in law enforcement, and focusing on themes that poll well among Russia’s voters, such as children and education.
