Report of the annual address to Russia's Federal Assembly by Russian President Dmitry Medvedev, Moscow, 5 November 2008.

Amongst the issues he raised President Medvedev declared that the Kremlin would station missiles in the tiny Russian enclave of Kaliningrad, which borders Poland, in response to US plans for an anti-missile system in Eastern Europe.

Russia Today reported that Kremlin plans to deploy missiles in the western Russian territory of Kaliningrad sparked criticism in the West. President Dmitry Medvedev said the move was a response to the proposed U.S. missile shield in eastern Europe, but it’s raised fears of a new arms race and was described as 'the wrong signal at the wrong time'.
