NATO leaders at the first day of the Wales Summit on the 4 September 2014 pledged to provide strong support to help Ukraine improve its own security at a meeting with Ukraine President Poroshenko.

NATO had established 'a comprehensive and tailored package of measures' to help Ukraine. The focus of NATO support will be on four areas: rehabilitation for injured troops, cyber defence, logistics, and command and control and communications. NATO’s assistance to Ukraine to boost cooperation will amount to around €15m.

The meeting of the NATO-Ukraine Commission on the 4 September 2014 strongly condemned Russia’s violations of international law in its interference in Ukraine and 'annexation' of Crimea.

The Russian ambassador to the EU warned on the 9 September 2014 that an Ukrainian admission to NATO would create the biggest security risk in Europe since the fall of the Berlin Wall, and warned against hardliners in Kyiv who might seek to derail a fragile peace process in eastern Ukraine.

Background information
Over time, Ukraine has reinforced political dialogue and practical cooperation with NATO and, since Russia’s illegal military intervention in Crimea in 2014, NATO and Ukraine have been intensifying this cooperation. NATO supports a range of initiatives in Ukraine, while Ukraine contributes to NATO’s missions in Afghanistan and Kosovo, and in 2013 became the first partner country to contribute to the NATO-led counter-piracy operation Ocean Shield. The formal basis for NATO-Ukraine relations is the 1997 Charter on a Distinctive Partnership, which established the NATO-Ukraine Commission (NUC), and the Declaration to Complement the Charter, signed in 2009.
