The European Court of Justice (ECJ) concluded on the 14 February 2017 in Opinion 3/15, that the European Union was exclusively competent to conclude the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired, or Otherwise Print Disabled
