Paris acted within Schengen over Tunisians

France violated 'the spirit' of Europe’s visa-free travel zone when it stopped north African migrants from crossing its border with Italy in the spring of 2011, but it did not violate the letter of the law, the European Commission ruled on the 25 July 2011.
