On 5 November 2013 the European Commission issued its Autumn 2013 economic forecast for 2014 and 2015.

Economic growth was forecast to gradually gather pace over the forecast horizon, to 1.4% in the EU and 1.1% in the euro area in 2014, reaching 1.9% and 1.7% in 2015, respectively.

European Commissioner Olli Rehn said that the European economy had 'reached a turning point' although he cautioned that 'it is too early to declare victory: unemployment remains at unacceptably high levels'.
