On 27 November 2013 the European Commission proposed to allow visa-free travel to the Schengen area for Moldovan citizens holding a biometric passport. This proposal built on the successful implementation by the Republic of Moldova of all the benchmarks set in its Visa Liberalisation Action Plan.

Separately, at the 3rd Eastern Partnership Summit held in Vilnius on the 28-29 November there was the formal initialling of an Association Agreement including a Deep and Comprehensive Free Trade Area with the Republic of Moldova.
