On 15 February 2016, the Council of the European Union published its conclusions on the situation in Burundi.

Foreign ministers considered that talks with Burundi under the Cotonou agreement - which lays down strict rules for mutual cooperation including the promotion of human rights - had failed to resolve their concerns.
