The European Court of Justice considered on 5 March 2015 that France and Luxembourg cannot apply a reduced rate of VAT to the supply of electronic books, in contrast with paper books.

Following this decision, EurActiv reported the intention of the European Commission to come up with a broad reform of the sector.
