The presidency conclusions of the Council of the European Union on the budgetary issues in the current year and on the request to the European Commission to submit a proposal for amendment of Regulation at the ECOFIN Council meeting, in Brussels, 7 November 2014.

In the context of the dispute concerning a demand for increased budgetary contributions from a number of Member States, including the United Kingdom, the UK Chancellor of the Exchequer George Osborne (Finance Minister) claimed that the bill for £1.7bn from the UK was now one for £850m – to be paid by 1 September 2015 in two instalments, one by the deadline, the other in July.

However, other Member States insisted that the UK would be paying the full amount demanded from the European Commission as the usual rebate given to the UK would become part of the increased contribution.

Meanwhile, the Netherlands demanded extra explanations from the EU statistical office, Eurostat, as to how the increased contributions were calculated. The Netherlands was offered the same extended payment deal as the UK.

However, on the 13 November 2014 Dutch Finance Minister Jeroen Dijsselbloem announced that The Netherlands would pay the surcharge.
