The Road Infrastructure Safety Management Directive was adopted in 2008 to ensure that road safety considerations are at the forefront of all phases of the planning, design and operation of road infrastructure. However, there are big differences in the way the Directive has been implemented by Member States, with many high-performing countries going beyond the requirements of the Directive, and other countries lagging behind.

The general objective of the proposed initiative, which is part of the European Commission's Third Mobility Package, is to reduce road fatalities and serious injuries on EU road networks by improving the safety performance of road infrastructure.
