Summary: The European Commission adopted on 22 May 2018 a Recommendation for the Council to authorise the opening of negotiations to modify the relevant concessions (notably the Tariff Rate Quotas) in the European Union's WTO schedule, so as to apportion them between the EU and the United Kingdom following the latter's decision to withdraw from the European Union. The Council of the European Union adopted the Recommendation on 26 June 2018. Further information: The UK's withdrawal from the European Union has implications beyond the bilateral relationship between the EU and the UK, in particular with regard to their World Trade Organization (WTO) commitments. As far as the EU is concerned, its scheduled commitments for goods remain applicable to its territory, but the EU's existing quantitative commitments, notably the Tariff Rate Quotas (TRQs), require certain adjustments to reflect the UK's withdrawal from the EU. In October 2017, the EU and the UK informed WTO members in a joint letter of their approach for apportioning the existing EU tariff quotas and began informal talks with partners. The proposed approach would provide for an apportionment based on an objective methodology reflecting existing levels of market access and trade flows under each TRQ. In order to take account of a situation where agreements with relevant WTO Members were not been concluded in time, the Commission also proposed a legislative act which would allow the EU to proceed unilaterally with the apportionment of the TRQs and to amend the relevant EU provisions accordingly. |
