In March 2014, the European Commission adopted a Recommendation on strengthening the principle of equal pay between men and women through transparency. It provides guidance aiming to help Member States implement the equal pay principle more effectively in order to combat pay discrimination and contribute to tackling the persistent gender pay gap, focusing on but not exclusively limited to measures enhancing pay transparency.

Member States were invited to notify the Commission of measures taken to implement the Recommendation by 31 December 2015. This report is largely based on information provided by them. It also includes information from key stakeholders, in particular the European Social Partners, who were consulted on the Recommendation’s implementation at national level in October 2015.

The Report is accompanied by a Communication entitled EU Action Plan 2017-2019 - Tackling the gender pay gap.
