Background and further information:

The consultation on the modernisation of labour contract rules was launched in April 2017, in parallel with the presentation of the European Pillar of Social Rights, which aims to achieve convergence towards better working and living conditions across the European Union. The first round was held between 26 April and 23 June, and the second round builds upon its outcome.

These discussions follow up on the Commission's intention to broaden the scope of the Written Statement Directive - which deals with employment contracts - extending it to other forms of employment, such as on-demand workers, voucher-based workers and platform workers. The need for modernisation of the existing rules was also considered.

The European Commission launched on 25 September 2017 the second stage of consultations regarding the modernisation of the rules on employment contracts, in the context of the development of the European Pillar of Social Rights.
