On the 6 November 2007, the European Commission decided to allocate €1.5 million emergency aid for the victims of the flooding caused by torrential rain in the wake of the tropical storm Noel in the Dominican Republic.

The funds, managed by the Commission's humanitarian aid department headed by Commissioner Louis Michel, would allow the most urgent needs to be covered for close to 100,000 people in the areas hardest hit by the floods.
