The European Commission presented on the 5 December 2013 its report on free movement to EU Interior Ministers after a handful of member states in April 2013 had complained about EU nationals abusing their welfare systems.

The UK, along with Germany, Austria, and the Netherlands, said some EU citizens were a financial burden because they receivedbenefits they are not entitled to.
