The European Parliament's budgets committee approved a resolution on 29 June 2016 urging the European Union to update its long-term spending plan to cope with unforseen crises such as mass migration, terrorism and youth unemployment. MEPs also considered that the update should tackle the recurring backlog of overdue EU payment, and look beyond 2020.

The text was intended as an input to the European Commission's proposal to revise the EU's multiannual financial framework (MFF) for 2014-2020, which was planned to be published before the end of the year.
