He said that Spain would launch a fresh round of government spending to pull its economy out of recession if another stimulus is needed later in 2009. Mr Zapatero said he would back a fresh round of European spending focused on renewable energy and biotechnology.

However, Pedro Solbes, Spain's Finance Minister, said on the 27 March 2009 that there was no room for new fiscal stimulus plans in Spain or the rest of the eurozone, a cautious assessment that put him in direct contradiction with José Luis Rodríguez Zapatero, his Prime Minister.
