The Treaty of Nice in perspective, Vol. I: Analysis and Vol. 2: Consolidated Treaty on European Union

Book abstract:

This publication on the Treaty of Nice has been produced by the British Management Data Foundation, which was formed in 1979. One of the aims of the organisation is to provide its member companies with a better understanding of current core issues of importance to industry so that they may make more informed decisions. These two volumes on the latest treaty signed by the European Union follow two other publications by the British Management Data Foundation on the same topic, namely 'The Maastricht Treaty in Perspective' and The Treaty of Amsterdam in Perspective'.

The book has been separated into two volumes. Volume one begins with a clear explanation of the development and structure of the European treaties, which provides the background for an in-depth analysis of the Treaty of Nice in the second part. This includes a summary of the legislative procedures that will be subject to qualified majority voting after the ratification of the treaty, a discussion on the single currency and a five-column analysis of the development of the competences from the Treaty of Rome to the Treaty of Nice. Two issues - the European Social Agenda and the Charter of Fundamental Rights - which were discussed at Nice but proved too contentious to be included in the text of the main treaty are also discussed at the end of Volume one.

The text of the consolidated Treaty on European Union and the Treaty establishing the European Community, as well as all of the existing protocols once Nice has been ratified, the text of the Treaty of Nice and its attached declarations are provided in Volume 2.

While this book may have originally been intended for the members of the British Management Data Foundation, both students of European politics and politicians alike will find it useful as it offers a thorough and clear analysis of the Treaty of Nice.
