On the 1st October 2001 the European Commission published the the “2001 European Innovation Scoreboard” which highlights the strengths and weaknesses in the capacity of innovation of each member state , and the European Union as a whole. The scoreboard shows that all Member States are improving, with some achieving world class performance, but the Union as a whole still lags behind the United States and Japan. Of particular concern is Europe's relatively weak investment by business in R&D, and a low level of high-tech patenting activity.
