Following up a proposal by Viviane Reding, European Commissioner for education, and Anna Diamantopoulou, European Commissioner for employment and social affairs, the European Commission adopted a communication on a European area of lifelong learning on 21 November 2001. This communication is part of the Commission's contribution to the March 2002 European Council in Barcelona.
