Date: 10/01/02 A DRAFT report by the European People's Party group has called for a 'complete overhaul' of the EU's institutions to help them reconnect with the public. It proposes limiting the number of MEPs to 700, more powers for the Parliament, fewer departmental councils, clearer distribution of competencies and a European constitution. The report also warns that enlargement of the EU in 2004 will 'drastically' increase problems in the decision-making process. The report, unveiled by EPP president and former Belgian Prime Minister Wilfried Martens, states: 'The decision-making procedures have to be more democratic, transparent and efficient.'
