ROMANO Prodi's plan to create a two-tier college of commissioners has won the support of Germany's Alex Schaub, one of the most influential officials in the EU executive.

Schaub, set to take over as head of the internal market directorate next month, claims the 'one commissioner, one vote system' is hindering work in vital areas.

Commissioners with less important portfolios were able to prevent their staff being moved to where they were needed most, he said, adding that the changes envisaged by the Commission president were 'inevitable' in the medium term.
