EU ministers agree to fortify borders

EU justice and interior ministers agreed on 14 June 2002 on a draft plan to reduce illegal immigration. The measures - which must be endorsed by at the European Council in Seville - include a broad agreement on the need for increased surveillance of sea borders and economic incentives for third countries which co-operate to stem the flow of illegal migrants
