Press Release: A constitution for Europe

Text of an article written in 'The Economist' of 11 October 2002 by the UK Foreign Secretary, Jack Straw, in which he considers what a European constitution should look like and states that any constitution of Europe must be short and concise like those of the UN and the USA.
