Giscard lays out his plan for ‘congress of Europe’

Valéry Giscard d'Estaing, Chairman of the Convention on the Future of Europe, has suggested holding a congress of national and European Parliamentarians to confirm key officials in their posts. The proposed 'Congress of the Peoples of Europe' would meet perhaps once a year to hold confirmation hearings for certain posts and, amongst other things, would be consulted on future enlargement of the EU and calls for greater powers for EU bodies.
