Cross-border arms

Editorial argues that cross-border mergers will be essential in creating a properly European defence industry and that to encourage and sustain such mergers, it may be necessary for European governments to agree some broad guidelines on military spending. Germany cannot complain about losing influence while at the same time cutting its defence budget.
