Brown criticises Prodi over EU say on budgets

The UK Chancellor, Gordon Brown, has criticised Romano Prodi, President of the European Commission, over his suggestion in a speech to the European Parliament on 21 October 2002 that the European Commission should be given more control over Member States' budgets.
