EU structural policy need radical changes, says former Council of Europe chief

THE former chief of the Council of Europe has called for radical changes to the European Union's structural policy.

Daniel Tarschys, ex- secretary-general of the Strasbourg-based body, says the policy of targeting Europe's poorest regions has had "very limited" impact.

The Swede is the author of a report that challenges the basis under which structural funds are allocated.

It also controversially claims that regional disparities in the EU-15 are "much smaller" than they are reported to be.

One-third of the EU's €95 billion annual budget is spent on structural policy,second only to the Common Agricultural Policy.
