The European Council of Ministers in November 2002 invited the Member States and the Commission to continue discussions on the purpose and scope of a European Research Council (ERC). The Danish minister for Science, Technology, and Innovation, Helge Sander, then initiated the setting up of an expert group to explore options for an ERC.
The Expert Group reported in December 2003 about possible options for an ERC to the EU research ministers.
