The European Commission presented an Action Plan on 30 October 2003 promoting equal opportunities for people with disabilities across the board in the enlarged Europe. The Action Plan, which will run from 2004 to 2010, demonstrates the commitment of the Commission to concrete follow-up of the designation of 2003 as European Year of People with Disabilities. The plan aims to develop concrete actions to improve economic and social integration of people with disabilities. It is designed to build on the achievements of the European Year and to ensure that the new Directive on equal treatment in employment and occupation (2000/78/EC), which must be on Member States' statute books by 2 December 2003, is implemented effectively. The first two-year phase of the Plan, which starts in 2004, will focus on creating the conditions for people with disabilities to access the mainstream labour market. |
