Losses prompt Schröder to offer reform option to CDU

The German Chancellor, Gerhard Schröder, accepted personal responsibility for his Social Democrat party's heavy defeats in two regional elections on 2 February 2003, and offered the opposition Christian Democrats the opportunity to participate in drawing up new legislation.
