European body may call on Irvine to scrap judicial role

A report criticising the (UK) Lord Chancellor's dual powers as a Cabinet Minister and Head of the Judiciary was adopted on 1 April 2003 by a committee of the Council of Europe's Parliamentary Assembly. Britain's failure to separate the judicial and executive roles will now be debated by the Assembly.
