Date: 22/07/04 GERMAN Chancellor Gerhard Schröder appeared to suffer a setback this week from European Commission President-designate José Manuel Barroso to his efforts to secure a post of 'super-commissioner' for his country. Contrary to Schröder's wishes, Barroso insisted his team would not be divided into "first- and second-class members". The former Portuguese prime minister pleaded with members of the European Parliament, who vote today (22 July) on approving his nomination, for a strong, credible and independent Commission.
